1969 Chevrolet Chevelle SS 396: The Year Super Sport Became an Option, and the 427s Came Through the Back Door

Super Sport became RPO Z25 option equipment, available for 1969 only on the 300 Deluxe coupes as well as Malibu sport coupe, convertible and El Camino.

For 1969 Chevrolet took the SS 396 off its own model line and turned it into a box on the order form. For three years the Super Sport had been a separate Chevelle series with its own body-style numbers. Now it became RPO Z25, SS 396 equipment, an option that could be added to other cars. ChevelleStuff’s phrase for the change is that the SS was “relegated.” The demotion did not shrink the car’s following. The tabulated option reports count 86,307 Z25 packages, against 62,785 SS 396 series cars the year before, an increase of more than a third.1,2

Turning a series into an option also widened the doors it could go through. Z25 could be ordered on the V8 Malibu sport coupe, convertible and El Camino, and for 1969 only on the V8 300 Deluxe two-door coupe and sport coupe as well. ChevelleStuff calls that the only year any SS equipment reached beyond the Malibu bodies and El Camino. It counts 346,406 Z25-eligible Chevelles, so roughly one eligible car in four left the plant as an SS 396. The 300 Deluxe opening was narrow in practice. Chevrolet built only 5,620 V8 300 Deluxe two-door coupes and 7,181 V8 300 Deluxe sport coupes, and the reference does not say how many of them carried Z25.1

The package itself was more modest than legend tends to make it. ChevelleStuff is emphatic that bucket seats, gauges and four-speeds were not standard. A base SS 396 came with a front bench, a speedometer and fuel gauge, and a three-speed manual. The engine was the part that mattered, and Chevrolet’s September 1968 information-kit release set out the SS 396 power teams with the 325-horsepower L35 and the 350-horsepower L34, both in gross ratings. The option list priced Z25 from $347.60 to $370.15 depending on body. The L34 step was $121.15.1

The option reports show what buyers actually chose. Of the 86,307 Z25 cars, 59,786 are counted with the base L35, about 69 percent; 17,358 with the L34, about 20 percent; and 9,486 with the 375-horsepower L78, about 11 percent. The L78 cost $252.80. The rarest step cost far more: 400 cars are counted with RPO L89 aluminum cylinder heads, listed at $647.75, more than twice the price of the L78 engine option they were bolted to. That makes the aluminum-head car roughly one Z25 in 216.1

Those counts are not beyond argument. The same reference also tabulates Tonawanda engine-plant production by suffix code, and there the L78 total is 8,876 engines, 610 fewer than the 9,486 cars in the option report. It flags the gap as a possible error in either GM’s or Tonawanda’s records. The aluminum-head counts run the other way, 412 engines against 400 cars. The engine ledger also records a quiet change late in the year. Engines whose suffix codes carry a C prefix displaced 402 cubic inches while still being sold as 396s. Adding the C-prefixed codes gives 3,425 such engines across L35, L34, L78 and L89 applications.1

The rest of the order form shows a car bought as much for the look as for the timeslip. Two colors were reserved for SS 396 cars: Hugger Orange, on 5,194 cars, and Daytona Yellow, on 2,841. Across the whole Chevelle line, including El Camino, 44,950 M20 wide-ratio four-speeds, 13,786 M21 close-ratios and 1,276 heavy-duty M22s were installed, alongside 32,031 Turbo Hydra-Matic 400s. The F41 special performance suspension, a $29.50 option, went into just 722 cars in the entire line. Front disc brakes went into 110,651.1

Motor Trend’s Bill Sanders put a heavily optioned SS 396 into the magazine’s January 1969 “Analyzing Supercars” comparison. It ran against a GTX 440, a Charger R/T, a Cobra 428 CJ, a GTO 400 and a Buick GS 400. His Chevelle had the 350-horsepower L34, Turbo Hydra-Matic, a 3.55:1 Positraction axle and air conditioning. It started at $2,821.50 with destination and carried $2,170.85 in options. The price panel described the $347.60 Z25 as including power disc brakes, a domed hood, a black-accented grille, sport wheels and wide-oval tires. With the smallest engine in the group, it ran 0-60 mph in 7.6 seconds and the quarter mile in 15.4 seconds at 92.0 mph. The GTX managed 13.7 at 102.8.3

Sanders did not pretend the Chevelle was the quickest car in the group, and it was not the slowest either: the GS 400 trailed at 15.9 seconds. What won him over was Chevrolet’s new chambered exhaust, which he said had “the mellowest rap” he had heard since a flathead Ford with dual Smithies. He found the ride soft and the handling reasonable, but judged a precise drift harder to hold than in the GTO or GS 400. His conclusion was about value rather than speed. For a first-time buyer unwilling to pay for top performance, he wrote, a Chevelle SS 396 without the luxury options made a good choice. The magazine’s comment grid summed it up as “Great for first supercar.”3

Above all of this sat a Chevelle that never appeared in the regular order book. Central Office Production Order 9562 put the 427-cubic-inch L72 into the Chevelle, rated at 425 gross horsepower at 5,600 rpm and 460 lb-ft at 4,000. ChevelleStuff gives the accepted run as 323 cars, every one with a special heavy-duty rear axle carrying heat-treated 4.10:1 gears. It lists eight equipment variants, sorted by transmission, seating, tires, brakes and suspension. It also says that Don Yenko received 99 of the cars, 17 went to Canada, and the rest went to any Chevrolet dealer that chose to order one.1

COPO 9562 production does not balance neatly either. The reference prints two transmission splits for the L72 engines: 93 Turbo Hydra-Matic (code MP) and 265 four-speed (code MQ), or 96 and 277. Neither pair adds up to 323. The page explains the surplus in its own terms: the remaining engines were used for service. So the car count stays marked as disputed, and both splits stand side by side. What the documents do establish is the route. These were factory-built cars reached through a central-office order, not the public RPO list and not a dealer engine swap.1

That distinction matters for the 99 cars bound for Don Yenko’s dealership. They left Chevrolet as COPO 9562 Chevelles. Whatever the dealership added afterward belongs to a dealer’s story, with its own paperwork, and does not describe the factory car. The same holds for performance claims. Without a documented period test of a factory COPO Chevelle, no timeslip can honestly be attached to the 427. The 425-horsepower figure is Chevrolet’s gross rating for the L72, not a measurement of any car.1

Both of the year’s loose ends pointed straight at 1970. The late 402s became the standard SS 396 engine: for 1970 the Z25 package kept its badge while its big-block displaced 402 cubic inches. The COPO 427 had been reachable only by central-office order; for 1970 the regular order book carried an SS 454 of its own. RPO Z15 arrived beside Z25, and its LS6 option was rated at 450 gross horsepower. The option framework created in 1969 carried that change: two SS packages, where there had once been one SS series.4,1

Identification

SS 396 eligibility
Z25 could be ordered only on V8 models 13427, 13437 (300 Deluxe, 1969 only), 13637, 13667 and 13680. A six-cylinder or other model number rules out a factory SS 396.1
402 engines
Late-1969 396-badged engines displaced 402 cu in; their Tonawanda suffix codes carry a C prefix (e.g. CJA, CJC, CJD).1

Where the sources disagree

L78 installations vs engines built

  • 9,486 cars (option report)1
  • 8,876 engines (Tonawanda suffix counts)1

Both shown; the source flags the discrepancy as a possible error in GM or Tonawanda records.

COPO 9562 transmission split

  • 93 TH400 (MP) and 265 4-speed (MQ)1
  • 96 TH400 and 277 4-speed1

Neither split sums to the reported 323 cars; the total is marked disputed and both splits are shown.

  • Buick Riviera Another record at 52,872 Rivieras; 5,272 had the GS handling option.
  • Buick Skylark Gran Sport, GS and GSX GS production fell to 12,465, and the GS 400's Stage 1 package became a factory option while Stage 2 stayed a dealer item.

  • Dodge Charger The second-generation Charger's peak-sales year added the SE package and the aero-bodied Charger 500 and Charger Daytona homologation cars, whose production totals are still disputed.
  • Dodge Coronet R/T and Super Bee The Super Bee added a hardtop body and the 440 Six Pack, while the 440-powered Coronet R/T continued as the upscale hardtop and convertible.
  • Dodge Dart GTS, Swinger and Demon The low-priced Swinger 340 arrived and outsold the GTS by more than two to one (16,637 against about 6,700), while a 375 hp 440 joined the GTS options.

  • Plymouth Barracuda and 'Cuda The last A-body Barracuda introduced the 'Cuda name as a stripped performance package with a standard 340, alongside Formula S and a midyear 440.
  • Plymouth GTX, Belvedere and Satellite The GTX shared the Road Runner's new Air Grabber scoop and Super Track Pack but sold 15,602 cars, fewer than a fifth of the cheaper Road Runner.
  • Plymouth Road Runner A convertible joined the coupe and hardtop, the 440 Six Barrel arrived at mid-year, and the Road Runner reached its production peak of 84,420.
  • Pontiac Firebird and Trans Am The last first-generation Firebird, and the mid-year debut of the Trans Am package: 697 cars by the commonly published count, eight of them convertibles.
  • Pontiac GTO Three four-barrel 400s under one nameplate, and the first year of the Judge package built around Ram Air power.
  • Pontiac Grand Prix A new 118-inch Grand Prix with the SJ and a 390 hp 428 HO: production more than tripled to 112,486.
